Dear Sir David,
The position as to the Botanical and Forestry Department, Hong Kong, has now developed further. You will remember that in your letter of the 5th March you suggested that the only course now was to appoint Mr. Green to be Superintendent, and to find him a good Assistant (as to which your letter of the 26th March suggests Mr. Bell or Mr. Braybon as possibilities). Hong Kong are apparently still reluctant and have how telegraphed asking what minimum salary is necessary to obtain a good man for Superintendent. The salary originally suggested by Hong Kong was £600 rising by £20 to £800: they refused to offer £800, the salary required by Mr. M.T. Dawe who was considered for the post, but I don't feel sure from this telegram that they would refuse that figure now.
